no, Sealants go under wax, not over them ..

If one were to use Polish w/Carnuba, can he put a Sealant over that? And follow up with some Nattys?

Although you "can" do this it doesn't mean you should, as you may not get optimum results. Using Pro Polish and following it with a sealant would likely be a better plan.
