Stuborn Tar

I got this stuborn piece of tar on my rear bumper that I can't get off,I tried WD-40,Tar remover and even some diluted APC with no luck Any Suggestions?

How much did you dilute the APC? Have you tried letting the car sit in the sun first? If the areas is warm it may help the APC or tar remover to break it up.

it was 10:1 and it wasn't in full sun I was afraid it would dry to quick.

Normally I use a dedicated Tar remover, but if using an APC I would assume 10:1 would be too weak. Even bug squash is 3:1. When the car is in the sun for a bit does the tar soften up?

I would go full strength on a cotton towel and press it against the tar for a few minutes, then it will slowly come off .. you can also use a plastic razor blade and then use Pro Polish to buff the remaining residue
